The IP address is the address used to connect you to the internet. There are two types of addresses: Static and Dynamic.
Static Addresses are specifically assigned addresses issued by your ISP (Internet Service Provider) and does not change when you reconnect to the internet.
Dynamic Addresses are "temporary" addresses used solely to get you connected to the internet, taken from a designated "IP pool". You're assigned the next available address until you disconnect.
This is typically used for dial-up and DSL. You also won't always get a different address; you sometimes might get the same one when reconnecting.
